## Agentic Reasoning Loop (ORGA Cycle)

The reasoning loop drives autonomous agent behavior through a typestate-enforced cycle:

1. **Observe** — Collect results from previous tool executions
2. **Reason** — LLM produces proposed actions (tool calls or text responses)
3. **Gate** — Policy engine evaluates each proposed action
4. **Act** — Approved actions are dispatched to tool executors
